FINANCE
The mission of the Finance Department is to provide timely, completeand accurate financial
information to the City Commission, City Manager
and all departments and to properly safeguard the assets of the City.It is the
responsibility of the Finance Department to maintain the general
ledger system, generate vendor accounts payable checks, and perform daily cash and banking
activities. The department also maintains financial
records for all City grant programs, maintains the equipment replacement fund, maintains
all City bank accounts, maintains investment records and
prepares quarterly investment reports, and maintains the city’s fixed asset
records. The department performs internal audits of petty cash anddepartmental cash
reports.
The Finance Department is responsible for preparing and maintaining bi-weekly payroll for
City employees and MEDCO employees. In 2007
we implemented direct deposit of payroll checks for any employee wishing to
participate.
The Finance Department is responsible for the preparation of the periodic reports to
Federal and State agencies and the bi-annual depository contracts.
HB 3693 requires political subdivisions to record and report utility consumption that the
political subdivision pays for.

City of Marshall, Texas is available through this link. The department bills and
collects Hotel/Motel Occupancy Tax, coordinates with the City’s independent,
Federal and State auditors, and prepares financial reports for the City Commission and
City Manager. In addition, the Finance Department maintains the
financial records and generates vendor accounts payable checks for Marshall Downtown
Development Corporation. The Finance Director and staff also
assist the City Manager with the preparation of the
annual
City budget. The Finance Director serves as trustee on the Firemen’s Relief and
Retirement
Pension Fund Board and as an ex-officio member of the Marshall Downtown Development
Corporation Board .
